In practice: in exploration with care and welfare parties and an area cooperative, aimed at a learning neighbourhood pilot. Not to give people a risk score, but to strengthen collaboration, referral and coordination — and to demonstrate, with 'warm KPIs', that an integrated, people-centred neighbourhood approach works better and more humanely: how often does someone have to retell their story? Is there a single coordinator?
